New administration learning system through training during working hours

Administration employees will get the opportunity to learn constantly over novelties in the field of their operations, improving knowledge in the course of the working hours. This is part of the microlearning system i.e. Leitner model of education, promoted Friday by Minister of Information Society and Administration Ivo Ivanovski.

If noticed that the employee has no activity on the computer, the system will ask a question. Different target groups within the administration will have different questions, depending on the field they work in. Through permanent education given in the course of the working hours, employees will not have to attend trainings outside their institution. On the other hand, managers will have constant overview of the capabilities and shortcomings of employees, but also their wish to accept or reject the learning opportunities. As a result, they will be rewarded, reallocated to other jobs, replaced by other employees.

According to Minister Ivanovski, every change in the law will be promoted to administration employees the next day.

"Managers will have, at any given moment, statistics at disposal over the people who want and those who don't want to learn. There is a 'yes' or 'no' option for the question asked on the computer or smartphone. If answered incorrectly, the system informs the employee and gives the right answer with the proper explanation. The Leitner system is created in a way that the same questions appear in a certain period", said Ivanovski.

He added the new system would be applied very soon.

"We are already in talks with developers and there is interest from both parties that Macedonia becomes a regional microlearning center", said Ivanovski.

The system also encompasses sector managers, but not elected officials, which is not excluded.

"When the new competence-based assessment model is developed, the director will have an objective image of how much one knows and what he/she should do in the future career", explained Ivanovski.
